I would have to say probably not for a few reasons. Couple of them being everyone has a different pain tolerance and handles it differently. What really hurts for one, doesn't for another and I will never know what it feels like to be kicked in the dick as I don’t have one so I can’t really compare it to being kicked in the vag.

I understand what your saying there if someone managed to hit the clit that's a very sensitive spot to hit but odds of hitting a pair of dangling balls is higher than a much smaller target that is a bit better protected

Firstly, it is getting kicked in the balls that is the killer for guys, not the penis. Comparing the balls to the vag, I cannot believe it would hurt a woman more. Plus, getting kicked in the balls can do permanent damage to the guy.
