I’m in love with my cousin and is it okay to want to have sex with him? How do I tell him I want to have sex with him?

My cousin and i were basically raised together and then when we were 11-12 we grew apart and i dont know y. We are not related by blood. I started to fall in love with him when i was 13 1/2 and now im 15 and he is 16. He is super confusing and is super hot and cold.
