I would say it means he wants to be submissive, be tied up or whatever. He wants to lay back and allow you to explore him, tease, tickle, tie, or whatever else he's into.

You can express more interest in this just by asking him plainly what he fantasizes about you doing to him while he "belongs to you" in bed.
