It's not me who doesn't respect it. I'm the one who has been using this phrase, but people never seem to understand what I mean by that. So that's why I'm asking what the usual interpretation of that is... because the people I've come across don't get it.
Well I would say if they don't understand or try too then they probably only want one thing and you need to either move on or you know what they want and just make it clear that it's not going to be with you.

I wouldn't stress about it, sometimes just the pressure of being bothered with it will make you not want it. Do things for yourself, put yourself first and be around positive people. Your overall well-being sometimes had a lot to do with sex drive and wanting it. Just don't stress because that will definitely make you numb with your feelings especially with women. With sex typically it's a connection a feeling of positive emotions for women and with guy's it's all well mostly visual, he sees a hot woman and he's in a good mood

It can mean both ways. They never had sex and how long they have been without sex. Celibacy
I'd take that to mean they aren't currently having sex but not to mean they are a virgin. Perhaps if they are very young, I'd assume they are also a virgin.
