Yes. They are still a pedophile by definition. But I think I am in the minority when I say I think it's more of a sexual orientation than a preference. I have a very close relative who is in jail for this and we have talked a lot about it.
I don't blame him for how he feels or what he desires it. I don't think he chooses it anymore than gay or lesbians choose it.
I blame him because of his choice to act on it. A choice that took advantage of someone too young to make their own informed decision.
If he had those feelings and was able to not act on them, I would have no issues.

The devil is in the details, right? As Trexx said in his comments, a pedophile is someone who is sexually attracted to, technically, pre-pubescent children. If you know you have that attraction, it's moral and ethical duty to keep yourself away from kids, EVEN if you've never acted on it. If you know this about someone, you'd never trust that person around kids anyway.
If you never acted on it, and no one else ever knew, great thing for everyone especially the child, but you're still technically a pedophile because of the sexual attraction you have.
Technically a pedophile is simply someone who is sexually attracted to children.
My controversial opinion is that these people are not monsters simply for feeling attraction to children. I actually pity them. Acting on those thoughts is however, pretty much completely inexcusable.
I wouldn't trust a pedophile around children personally. It doesn't mean they are a bad person either it's just simply because the risk factor of abuse going up at all makes it not worth it to even consider
