I don't think that hoeing is as important as the two goals that I can appear to accomplish:
1. Doing what they want. Autonomy is important in asserting someones adulthood; so, behaving in a manner to the chagrin of others is a symbolic gesture of independence.
2. Social approval. Many girls hoe around because they think all their friends are, and want to be accepted.

It's not important, but I think we should be able to do it because people can do whatever they want with their body and it's their choice. However, I wouldn't post a picture like that to social media either way. I do think it's important that girls support girls though
