Oh yeah it is a sin, can't decide on the magnitude of this sin in the eyes of God but legally you won't get the punishment of firnication on this I guess, but still it is wrong especially if you are married. That said if a person has committed this sin and he feels guilty he can always repent, God is the most merciful.

guess it depends on your religion specifically. to me it is not but I imagine for conservative types of a religion it might be a sin as well to engage in even verbal sexual stuff
Religion is just a ''guideline'', it helps you to correct your own behavior. Some people stick with it, some don't. Just do whatever you feels right, you want.
If we do whatever we want, what's the point of following a religion? I could be atheist then...
Just do whatever YOU FEELS RIGHT, when you planned to do something that feels right for you deep down, that's why you decided WANTED to do it.
