It depends on the age of consent in the country you are in, the age of consent is 16 in my country so you can technically watch porn at 16 but you can not purchase porn until 18.
Had an incident here about 30 years ago where the parents of a 16 year old, tried to press charges against someone for letting the 16 year watch a porn vid. The police prosecutor told the parents, that no crime had been committed as the 16 year old was of age of consent and that the 16 year old could watch porn but that they could not purchase porn.
Officially, yes, but it's not enforced. I've been watching it since I was 12. I just clicked the thing that said I'm 18. And I live in the U. S. In the UK they care even less. The government has better things to do than control whether minors are watching porn.

It's not illegal to view anything on a streaming platform, like most porn websites, as long as the content is legal. You may have stumbled across such content and it not considered your fault. I call it the billboard law essentially, think of streamed videos as billboards, you seeing something is not illegal, who's at fault is the one who uploaded it. Downloading might be a different story, but the cops aren't gonna bust you, it's kind of expected for teenagers to find and use some form of pornography.

In the USA, you could be arrested, charged with Child pornography if you have under-age videos on you history/computer.

Porn sites typically ask if you're 18+, and paid sites require credit cards. I'm not sure if that's for being legalized or simply trying to be safe, but either way I think watching it while underage should be illegal. I'm not sure how they'd reinforce that law, though...

I don't know about the UK, but I know that in the United States, it's only illegal to be in possession of pornography. It's a lot more common for minors to watch porn and get away with it because people decide that it's all out of curiosity. During my sophomore year of high school, we had a wellness day, in which we learned about pornography and sexual assault. The man who gave the presentation said that if a minor has pornographic material of adults, then it is more acceptable/legal than if an adult has any kind of pornography whatsoever. So, to answer your question, no, it's not illegal to watch porn if you are under 18, but there are probably some underlying laws that you might want to look into to make the judgement call yourself.
