At any PUBLIC nude beach in the US, non-sexual nudity is allowed but sex definitely is not.

There are places in the world, perhaps even in the US, that are PRIVATE and where people sign releases, where outdoor sex would be permitted, but that's very different from a public nude beach.

no it's not allowed i don't think guys are allowed to get a hard on... when i was at a nude beach i was on my towel face down and several guys came up to me for conversations and basically they wanted me to do on the dunes to give them blowjobs but i didn't bite they were kind of assumptive just because i'm nude doesn't mean i want to do that on a beach... what if someone stole my stuff while i'm sucking some guy off was really my thinking.

I have been to a lot of nude beaches and it is not common. Sometimes people will sneak off to a secluded area to have sex or go back in the dunes if there are any. I have seen some handjobs being given however.

Not in the US. Sex is a totally different deal from nudity and honestly, beach sex is a bad idea. There might be places in other countries where you can have sex on the beaches though.

Not usually - nudists aren't typically there for sexual gratification purposes. It's more about freedom and liberation usually. Obviously some people might go with that in mind, but it's definitely frowned upon.
