Is this a red flag? (Foot fetish)?

Question

So I have been seeing this guy, found him through mutual friends. 
He seems funny, and flirty.

We ended up hooking up on my birthday party (21st)

I am pretty tolerant towards fetishes, his happens to be feet.
Later he left and we texted the day after, just normal stuff.

BUT he then requested a picture of my little sister's feet,
She happens to be underage, and he knew this. 

I haven't spoken to him since.
He did apologize and understood why I was upset at him, but this just seemed weird/gross. 

He didn't seem this weird all the while we flirted and hooked up...
Is this normal behavior for someone with a foot fetish?

Other than that we got along so well. I'm so baffled by his sudden change in behavior. 

Should I just cut my losses and move on?

Foot fetish is not too big a deal, if you hate it you hate it, but it's really just one more body part he's into, and pretty common.

asking for sexual photos of underage girls is not okay. You can't play it both ways and act like feet are sexual during sex but you can ask for photos like its not big deal because they're not sexual to everyone. To him, those would be sexual photos.

TL/DR, he feels about feet the way some men feel about breasts. Big deal. Now imagine he asked for a photo of your underage sister's breasts. Act accordingly.

The fetish isn't the main issue here. If he didn't have the fetish and asked for photos of your sisters boobs or ass instead that would be even worse I think. He seems pretty creepy to me, I suggest you avoid him and warn your sister.

(Even if she wasn't underaged to ask a girl you're dating for a photograph of a relative of hers which you'll be aroused by is pretty disrespectful, her being underage just makes it even more disgusting.)

And there is no "normal behavior" for someone with a foot fetish, they're just like anyone else who has a fetish or doesn't, they just happen to like feet more.

Even though I like girl's feet, I think this is really strange. I think you should move on because of the unhealthy interest in underage girls and even more so because he thinks it's normal enough that he'd ask you for pictures.
