That phrase comes across as nuance-less misandry: that all women have abundance and all men have scarcity is stereotyping. Wrong on so many several levels. By two counterexamples: there are very attractive men who have abundance and fugly women who have scarcity. Unless they're a rapey rapist, anyone is able to fuck whoever they want contingent on who they can. Since this number is never zero, there is always someone to fuck even the least desirable person of any gender.
Anecdotally: Women I don't know seem either unattractive or uninteresting by default because I don't know them. Even still, women strangers come up to me and drop explicit offers on my lap, but I'm not interested (average has been less than 2%). Most women send obvious signals even a total dork like I was could see, but I'm rarely interested and barely even notice. OTOH, I can convince and change the chemistry of nearly all of those I'm interested in, even if they show hostility or ambivalence initially, but not all. Conclusion: I don't have any scarcity to worry about because there are enough I'm interested in. This is both "want" and "can," which is true for everyone.
I think you are 100% correct, and I have held that opinion for as long as I can remember. An attractive woman can fuck just about any man she wants to fuck for whatever reason she desires. Men just want to exercise their penis in any vagina they are lucky enough to get it in.
