I doubt it is to reduce over-population, that isn't really how evolution works. I don't have an exact answer for you, but my best guess is that a woman's body is more "elegant" and more "beautiful" naturally. For example, men tend to be rougher and rigid compared to the soft and smooth bodies that women tend to have and I believe that people naturally tend to prefer smoothness.
