This can depend very much on the circumstances.
Here in Germany it can be legal to film/photograph publicly visible places as long as no individual persons are in focus or clearly recognisable. But German law is very much about details here.
If a tourist makes a photo of your balcony because the front of the house has some interesting architectural features, that would probably be legal in general, given nobodies privacy is violated. Publication rights might be a different issue again, though.

They can video tape the structure of your home from the street/sidewalk, but they can’t video tape you through your window of your house because you have a reasonable expectation of privacy within your own home.

You said it is private property.. But if our balcony is in public view than it is legal to shoot a video.. But if a person for no reasons is video taping our balcony multiple times than you can complain about it as stalking or invading privacy..
