It depends on the person, but there is certainly SOME truth to the statement. On average, it's much harder for a man to find a willing sex partner than for a woman - but that doesn't help women as much as you'd think, because women don't just want sex partners, they want RELATIONSHIP partners that they have sex with, and finding a relationship partner isn't easy even for most women.

But there are plenty of exceptions. Look at me: I'm an old, fat, ugly guy. I have no business being able to get women - except if you look past the surface (and many people won't - I'm well aware), I have the right attitude and the right skills, and I can still get SOME women. There are plenty that I CAN'T get - that I have NO chance with - but enough that I can still get girls who are considerably younger and hotter than I am. I could be one of those "she's WAY out of his league" memes.

I have guy friends (more acquaintances that I've known for years) who are much better looking than I am, make more money, etc., and can get girls that I can't - but who, overall, don't do as well as I do. I'm a statistical anomaly.

There's also those guys who are either VERY attractive, or who have some kind of celebrity, who literally have hot women openly offering themselves for sex to those guys. That's certainly not the mainstream experience, but it exists.

It's partially true, because women won't offer themselves to any random guy when they feel like it, casual sex isn't appealing to a lot of us. Also guys who can't get a girl they like could pay for it.

It all depends how attractive the individual is.
Some hot guys have a contact list full of women to fuck.
Some less attractive women may be able to get fucked by any ugly dude walking down the street, but they don't necessarily want that.
