As a small child I remember my mother taking me into the bathroom and sitting me in the empty bathtub along with some sort of toy while she used the toilet. A small child left unattended could be injured or worse in 5-10 minutes, so caution is warranted.
I was also once unsure if it's okay or not, but now I think it's totally okay. Actually many moms do this, it's not just you. Sometimes it's safer to take your kids to the bathroom with you than leaving them alone. Maybe you can keep them in the tub with some toys till you finish your business.

I think I used to just put my son in his play pen out in the living room.
I would have cartoons on.
Then I would go down the hall and into the bathroom.
I would leave the door open. He couldn't see me, but if he called out he could hear me say that I would be right back.

Even to this day, my mother still doesn't have privacy in the bathroom. Even after I moved out. I still just walk in and talk with her.
I think it's pretty normal, especially for mothers to let their kids come with them.

Many moms do this. It's okay, they are still little kids and whatever business you are doing is covered to the toilet bowl so they don't get to see it.

It sounds fine to do these kids nowadays can get into things if moms using the toilet so I would suggest that it's fine... This one girl from an old website that shutdown told a story once when she was younger, her dad would take her in a men's bathroom when she was little and it affected her life into her adult life so who knows... Now I believe it was a restroom inside of Bar/Club scene and she said, all these men would be at these urinals urinating so it affected her life?
