I want to give your boyfriend the benefit of the doubt. He just does not quite grasp how it hurts you. Guys talk about women's breasts ( size, shape, etc.) all the time.
I might suggest, next time it happens (he brings up the topic of your breast size -- not in a complimentary way) act very sad, teary-eyed and don't say anything for a while.
When he asks what's wrong, you tell him that you had hoped the two of you could stay together... but it just isn't going to work because you can't change your breast size... and he can't be happy with them the way they are.
Imply that his dissatisfaction is a deal-breaker. You can't stay with someone who doesn't accept you the way you are.
When he protests that it's not like that, you ask him "Did I not tell you, many times? Did I not ask you not to joke about it... many times? Does it just go in one ear and out the other? Why would you do this? Were you not paying any attention at all to how it affects me?
It's not a joke! It really, really bothers me! It is not funny!
Maybe he will catch on.
But DO NOT BE POLITE, GENTLE, OR INDIRECT.

maybe he gets a kick when he teases you about them. tease him back or show indifference/ no emotion when he teases you about it. nobody wants to kick a dead horse lul
He needs to cut that shit out. Have ONE more talk with him and say "If I hear this kind of comment out of your mouth, I'm leaving." Then stick by what you say. He really needs to get it in his head that this is not acceptable.
