There are natural variations in the length of foreskins, it is possible that you just have a short foreskin. Its also possible that you got a "partial circumcision" that just removes the rigged band and possibly the frenulum at the tip of the foreskin, which can make it so the foreskin doesn't stay forward automatically, while still having sufficient length to cover the glans. I have one friend who had phimosis that got a partial circumcision since he wanted to keep his foreskin still, and he has had it retract on him throughout the day sometimes.
As long as you're happy with it, there's no problem with it. You can stretch the foreskin to make it longer, and you can use o-rings to train the foreskin to stay over the glans, if you want. I restored my foreskin, and wearing o-rings on the tip of the foreskin helped train it to taper and hug the glans closer so it doesn't retract on its own nearly as often.

If it is loose and doesn't behave like a noose, then there is nothing to lose. You sound like you are fine. I would love to have your "parameters" on my penis. Effectively, you get the effect of being circumcised but without the operation. There is absolutely nothing to worry about.
I think your frenulum is extremely long, or broken. It is that "string" that pulls the foreskin forward when "not in use".

Yeah it doesn't hurt at all and i can pull it on top without a problem it stays on top and slides down back underneath the penis head after sometime. But i have no problem with it, only was curious if i will have any problem in the future.
