This criminal should be scrubbing graffiti off of walls or picking up trash along the highway or something - he shouldn't be free to roam the streets. 44 arrests likely means he was stopped over 100 times, and wasn't caught 200 other times - the penalties should have been enough to either keep him busy doing community service or in prison. Being soft on crime only encourages more and worse crime.
