Hmm. I don't think so. I wouldn't believe in making an example of a kid who hasn't done any wrong. When I've dated, my dad has talked to the guy and made sure he knows he will be in big trouble if he hurts me. So far, those promises have been lived up to also :) But if I'm understanding you correctly, pre-emptive seems a little far to me.
