Public schools in the last several decades have gone from trying to just educate to so much more and guess what? the funding has stayed pretty consistent... that means less money for actual education costs. Around here they now feed kids breakfast and lunch, cause the parents wouldn't feed them breakfast before school started.
All those expenses do is drop what is available for other things, like text books, teachers, staff, supplies, etc...
There is a reason teachers are not paid enough, cause there isn't enough money to spend... so imagine being a under paid teacher and finding out they are spending millions on this stuff... when they could be giving you a raise instead.
It would be better for a non tax payer funded organization to hand them out free, many tax payers do not like the idea of their tax money being used this way and would cause a great deal of outrage.

Ok but lots of teens have sex without considering the risks. Many of which have no knowledge of the risk at all. But your solution doesn't solve anything. If you look at the study i linked you'll find that evidence shows that just telling them to not have sex doesmt work... because wanting to have sex is a natural desire most living creatures have including humans so its like telling someone who doesn't want to get fat to stop eating.

Guys virginity ain't important like women but i do agree that guys should be taught to stay without sex until marriage or at least having sex with a girl that they will marry later... Personally i remained without sex till marriage! The man and the woman should explore each other sexually after marriage, it will be awesome and the right thing to be done...
