I dont mean to be a line stepper here but I would say go get yourself a toy something to show him you don't need him something more then your own hand. I know it's not the same as sex but it's more to let him think that even if he isn't going to do anything about it you will take care of yourself quite easily. And maybe be a bit loud about it or at least loud enough he can hear you. Let him know you can enjoy your sexuality without him if he is going to do that to you... Cause if he does it all the time and never follows through then he is being a dick. And the other good thing about a toy is it might inspire a new spark in your sexual relationship.
