It depends in what kind of social circles you move around. I know quite a lot of people - girls and guys - who lost their virginity quite late or still have it. I lost my virginity when I was 22. My girlfriend who I lost it to was 21 at that time (it was also the first time for her). She has a male buddy nowadays who is a couple of years younger than her (around 21) and still is a virgin. My best female friend who I know since high school is 29 now and still a virgin. In fact, I doubt she's ever even given a guy a peck on the lips. And I know another girl from Uni who is also 27 and still a virgin.
True. Yes, there are virgins at that age, but the majority of people lose it when they're 18 or younger. According to studies (don't know how reliable though) the average guy loses it at 16, while girls at 17, but like I said, I don't know how reliable this studies are cause anyone can lie about that.
I have friends who are 24-27 who are virgins. Not because of religion or cultural reasons but they choose to keep it for someone they love.

They are the minority. There's a lot of virgins on gag but that's because gag attracts a lot of lonely single people. However in real life virgins are more spread out and harder to find.

I think past 18 being a virgin becomes the minority group. There's still a lot of them around but there are more people that have had sex than not.
Going by stats I'd looked up a while ago, in my country about half of people (of both genders, I think was a difference but not that significant) are still virgins at 17. I'd imagine there still plenty of 18 year olds who are virgins. I was a virgin until 20 and I've encountered a 20 year old woman who said she was a virgin.
I think they're a minority once you get to that age, but still not a rarity.
