It's a consensual relationship between people of legal age. Calling the cops is an idle threat. That said, so long as he's living at home, he's living by her rules. It's on him now. He's either going to have to be in the open with the relationship and convince her to allow it to continue (good luck with that), or you'll have to end it if it's unworkable. Continuing in secret will only bite you in the ass harder the next time you're caught.
Your boyfriend has to talk to her, you can't do anything, it's not your mother, you're just a stranger to her, so it's your boyfriend's job to try to bring some sense to his mother.
