It’s a misconception. I know ancient Greek sculptures specifically had smaller penises becuase it was a sign of power and the ideal of male beauty. In contrast, large ones were considered barbaric and not a cultural norm. So I guess the whole thing about penis size is just male perception. I was at a Christmas party/BBQ last weekend, and one of my chick friends asked if size matters - all us girls were quick to say no. It’s more about the vibe with that person and foreplay.
