Well it's a really uninformed thing to say to someone. Sucking harder isn't sucking better, at all. If the person meant it as some sort of compliment, then they can't be very experienced (let along tactful), but most young people certainly aren't. I've never heard a statement like that made as a "compliment" in any meaningful way.
