A significant minority of boys globally (though a majority in the united states, among jews and among muslims among a few other groups) are circumcised either as infants or boys.

Basically, males are born with enough loose skin on the shaft of the penis to roll over and cover the head, and move back and forth during sex. Circumcision is the removal of some of that skin so there is limited or no mobility, and the head permanently exposed. It's done for a variety of reasons, and people argue about whether those reasons are valid/good enough to make the decision for children. It's more costly, longer recover and difficult (and painful) to do as an adult, which is why 'let them wait and decide later' doesn't work all that well.

For men it means that the skin that usually covers the head of the penis is removed (along with a number of nerves there).

For women it depends on the exact type of circumcision involved.
But usually what people refer to with a female circumcision is the removal of the whole clitoris (and not the clitoris hood, the closest female analog to the male forskin).
A circumcised female often has other things removed too like the inner or outer labia or both of them, as well as in some cases being sewn shut to hinder access during sex prior to marriage.

Cutting off the extra foreskin on a penis. It doesn't really show that much when it is erect because when the shaft extends and a man becomes hard the penis head (glans) still shows and is usually exposed. When flaccid a circumcised man's head will still clearly show. An uncircumcised penis you can't see the head at all when they are flaccid.

A penis naturally has a sheath covering the top, when a guy is excited it pulls back. Circumcision is the surgical removal of that shieth, permanently exposing the glands. The removal reduces the amount of nerve endings and therefore sexual pleasure for a guy. There are some reputed health benefits, but most of those are debatable.
