Imagine walking into a bathroom....

The men's room would have their normal row of urinals on one side and a few toilet stalls on the other side. However, down from the toilet stalls are the masturbation stalls. The woman's room would have their normal row of toilet stalls but a few of them are masturbation stalls. Inside, the stalls contain a seat, a magic wand attached to an arm that extends from the wall of the stall, and two dispensers full of latex covers: one condom-like cover that goes over the vibrator and one oral-dam-like cover that can be placed over the vulva (again, women choose whatever they prefer). She then pulls off whichever cover she used and throws it in the trash, pulls up her pants, and walks out with no shame.

Both of these scenarios end in "walks out with no shame" since masturbating isn't looked down upon in any way - it's just a natural function like peeing, except it starts when you hit puberty. It could take place as often as multiple times a day since these masturbation tools are accessible in any bathroom - much like a toilet is.
