Blaming the victim for rape is rape culture. It exists in most of the non-western world I suppose.

They are the blame. Women who dont want to be raped dont get raped.

No one wants to be raped. Rape is always something done against a person's will.

It doesn't. In a day when women consider being looked at for "more than five seconds" (the Netflix corporate rule) to be "rape stare". Take culture is women stirring up drama to fulfill their need for a drama fix.

Do sickos rape & should be castrated for it YUP! But are women misusing it against men as a weapon when they don't get picked or get their way YES, which is why it's hard to take most rape cases serious because of tons women falsely accusing men.

Like racist culture, it’s not prioritizing rape or punishing it with any regularity.

I believe that rape culture does in fact exist and lies in the fact that people think boys and men can't or shouldn't be able to control themselves. Constantly dress coding girls for having a neck line that doesn't quite cover all of the collar bone is an example of that. Not only is it extremely sexist towards both men and women, it reeks of victim blaming. People who have been raped often do get brushed off to the side or said it was their fault for either not doing something, or for how they dress. This especially happens to men who have been raped.
