Masturbation even small kids kinda do, that is normally just simple exploration of the genitals. At some point that just gets extra nice, I guess. That can happen at any age, I would not be concerned about that.
I would suggest my daughter to just using her hands if she came and asked for a sextoy. Though, she would maybe already have done that if she was so forward as to do so. But a clit vibrator I would not mind if she got around when she hits puberty. Later a smaller dildo. I don't think there is anything wrong about exploring your own body, and get comfortable with it and penetration before even wanting to have sex. And it is better (more hygienic and safer) using sextoys than vegetables or other household items which she can easily do without my permission.

I would say I would never let her or do it for her... but there is no legal age requirement preventing her from getting own sex toys, if she can find a store to sell them to her. Most stores have policies that will not sell to minors, but there is no law saying they can not sell them to a minor.

So I would say as soon as she can get her own with out me knowing about it, or allowing me to find out I would look the other way.

I don't have any kids, but if I did, I would hope that I would educate them about sex age appropriately. When she became interested in sex and or started masturbating I don't think that there would be any problem with that. She's going to do it anyway and It's perfectly natural, so why not?
