Well, I assume some condoms keep flavor longer than others. The intention is that people give oral with condoms to protect themselves from STDs. Giving oral over a condom is weird and also latex isn't known for having a great flavor. It makes things a bit more interesting, even if just for a few moments. It could cause someone to be more willing to do that deed. You could always buy flavored lube to keep it going. Oral could also remove the flavor might even irritate some, in which case you should probably just skip it all around.
No way would I ever want to have oral sex with a condom, flavored or not. Wait until you have both been tested negative for STDs and you're in a long term monogamous relationship, then have wild orgasmic oral sex.
For the purpose of oral sex. You can still get STD or infections, herpes etc. with oral sex. So I suggest that if you don't know your partner / if it's just a one night stand, always be safe and use a condom :))
I think it's a gimmick, but it's primarily for a bit of extra enjoyment while protecting during oral sex.
But on the other side of the coin, from my experiences after using one then going down on my partner, there remains a very slight taste. I prefer a woman's natural flavor.

@Yumix Oral sex should always be accompanied with a condom (if you don't know your partner's sexual history). Herpes can be spread to the mouth if the genitals have it. Same goes for guys eating girl out, but there is no known protection for them. Only the condom.
