World average is 13,9ish cm i think (that is including asians), so western world i'd say 14,5cm as average.
short would be less than 12 cm, and large would be more than 16.5cm
Note however that beyond 12cm what REALLY matter is the girth (the clitoris is also an internal organ that goes arround the vagina, so a bigger girth will stimulate those parts of the clit better). Also anything longer than 16cm greatly increases the risk of hitting her cervix, and i'm pretty sure girls will agree when i say this isn't comfortable for her.
So really, you don't want to be too long either.

For me, I like a guy to be 7-9. 8 is just right lol. Short for me is 6.5 and under. Too long is 9.5 and up. As for thickness, he should be like a Comcast remote. so as you can see , most of the world's penises are around the range of 8-4 inches , leaning towards the sub 8 inches range. As you go above 10 inches , the population size shrinks... A LOT... you'll have to go to Africa for the above 10 inches.

I will say, though, that the "self reported" method used for many of the nations is somewhat untrustworthy. There is no checks system to help eliminate inaccurate measuring or exaggerating. I would much prefer poles and measurements made by experts, rather than self measurement and report.
