To me, oral is a cut above french kissing. Not necessarily full-blown sex but a very sensual act in and of itself, often done for its own sake, and an essential part of coitus. I wouldn't consider it sex unless some mouth to pussy or mouth to penis action happened or was at least teased.

It is sometimes a part of a sex session and sometimes not (same with receiving oral), and not on par with penetration sex. I would not give head to a stranger without expecting penetration sex later. Unless I had my period, or then later would just be a different day.
