It depends on a few things: how big they are, and what kind of underwear he's wearing.
Boxers provide very little support, and so they can kind of flop around a bit, or fall to one leg or the other (akin to a girl wearing a tank top instead of a bra). Briefs and Boxer Briefs are more like a bra, in that they have a "pouch" to help compress them and hold them in place. Obviously, they ARE located between a guy's legs, which is a big reason guys don't sit with their legs together - they'd crush their balls/package.
Remember that the penis shrinks down a lot when it isn't erect (some guys shrink more or less than others, compared to their erect size), so it tends to stay "grouped" with the balls for the most part.
I fukin hate when I'm tryna lay down and my balls don't feel comfortable like they don't feel right behind my legs or in front or in between and I'm like FUCK. And sometimes when we're walking our balls/d! ck get stuck in our underwear and we have to pull them out but everybody's looking so ur like fuk so that's why sometimes you see guys stretchin they're legs and movin around they're crotch for no reason cuz they're tryna get their balls free. But usually the most comfortable walking position is with ur balls in front of you're legs. Balls r more difficult than vaginas probly.

I don't know. Never noticed or payed any attention. They just hang by themselves and that's it. Whether they touch/reach where the pants start to split or if they actually go into the left or right, I don't know.
Personally, I don't like jeans because they are so tight and actually don't give me enough room down there. That's when I actually have to use my hand to stuff everything to the left or the right. And it can be kinda painful too.
