I chose Brazil. I don't know why, but I just think they don't care about rules. I have a dear friend that travels to Cuba about 4 times per year. He has a mistress down there.
He even bought her a small house. He's told me some crazy stories about the Cuban government. Cuban locals can be arrested if they get caught with beef or seafood. lol
Those items are only allowed for tourists. My friend is a rebel, so he of course defied the rules.
