First of all certainly here in the UK a lot of girls have been brought up in a culture where girls just don't masturbate. And they think if there boyfriend does that they are not enough for him.
Men however just want that feel good release from masturbation.
Women have more obstacles in the way to masturbation and sex eg your period is going to put most girls off, your hormonal cycle will mean there is a time the right hormones just aren't there, and generally if your not emotionally in the right mood.
For men we have none of the same obstacles, our hormones are more stable and less likely to not be emotionally put off in fact we can use it to uplift our feelings and work off some tension.

I think 100% of both sexes do it. Guys probably do it more than girls but part of the reason for that is it is so easy and quick for a guy to do it. But to answer your question, I think males and females would be equally unhappy if they couldn't masturbate.

Less? Women. There have been random sexual conversations between my female friends (I don't have that many, so this sample size is probably negligible), and on average, they do it like 2-4 times monthly.

Men do it at a minimum 5x a week.
