It really depends on a few things. Is the girl "your" girl? If so, you might want to be on bottom so you can in her eyes and kiss her as it's happening.

In general I've been told that the guy on top can better control his thrusts and has better movement. However, I've found that to be totally dependant on the girl and how much attention she pays to the guy on the bottom in terms of her riding.
