Objectively, men. If women were ever genuinely horny, they wouldn't make men jump through hoops just to get laid or mostly be prudes about sex.

Most women, in my experience, don't even like sex, like, at all. And no, I don't mean with ME; I mean women in general. Sex is a chore for most women, it seems. Like how men have to listen to women nag, as a chore.

Women also use sex to control and manipulate men. Horny people don't ever do things like that.

I'd say males.
My reasoning is that nowadays women can be more open with their sexuality and it's more socially acceptable to experiment with other females. In other words it's more likely for females to release their sexual frustrations with their friends and call it experimenting.
For males, if you're interested in males and don't want to lose your friends you can't be that open about sucking dick, nor is it that socially acceptable to ask your friend if you can suck his dick. So we have to bottle up our sexual wants and in some way beg women for pussy.
