A man should be responsible and have one too, but if a woman is into hookups and she doesn't want to end up pregnant or with some kind of disease, it's also HER responsibility to protect her own body. Not to mention, I would never trust a condom that has come out of some guy's wallet that he's sat on for days, or even weeks or months, and then later "wondered why" the thing broke when he finally used it. Carry one discretely in your purse or clutch, and then you'll have no excuses or regrets when the time comes. Pretty simple, really.

I would say both should bring one.

Ideally, the guy would be the better choice, and hopefully he's responsible enough to be prepared. He also knows what size would be the best fit.

However, the girl should also be prepared to protect herself, just in case the guy is less than responsible, or even hoping that if he "forgot" that she might let him go raw.

Both. If you know that you're gonna hookup and you don't bring a condom it means that you don't really care. Even if it think the guy should bring it, better be safe and have one as backup. People can forget, condoms can break.
