Likely to be a lack of maturity. I wouldn't say all of them are shallow but a large amount of them at that point in their life are being driven a considerable amount by hormones. Another thing that comes to mind would be the fact that high school aged teens likely aren't looking for a long term relationship, so the shallower things hold more weight to them.

Hormones. When I was in highschool, I was hard non-stop and always turned on by the slightest things. (A tiny bit of clevage, a bra strap, any girls butt). Now that I'm in my 30s, it's way different and sex is secondary most times
