Personally believe it’s because men fantasize about hitting it from the back. That would be impossible with breasts. in my opinion, it's roughly 50/50, and financial strata makes a big difference. Upper-class and upper-middle-class tends to prefer boobs (and thinner women generally), while lower-middle and lower-class tends to prefer butts, and "thicker" women generally. Of course there will be exceptions in both cases, but as a rule, you'll find this is true.

If you hold a gun to my head and make me pick one I'd agree and say that I'd slightly lean towards the hips/butt but they are so close that it really isn't worth mentioning. It would be like 51% to 49%.
