I've noticed that Americans are very fixated on women's nipples for some reason. At least in comparison to Europeans and Australia and some parts of Asia (I can't say for South America or Africa as I haven't been there).
It's like, in America, you can show the entirety of the breast, but the moment you show a woman's nipple, everyone goes apeshit crazy - "OMG, think of the children! Won't somebody think of the children!" You can almost hear the collective click of a million pearl-clutchers.
Some mother wants to pump milk or breastfeed her kid and someone screams "That's disgusting lady! Go do it in the toilet!"
Meanwhile, in Europe, bare breasts come on on television shows, you can see genitals as well. People might look, nod, and then just continue on with their lives. Mothers breastfeed their kids, no one gives a shit.
In Australia, there were normal beaches where you could sunbathe topless if you wanted. As long as you were being discreet about it, no one cares.
I think even Canada isn't as bad with nipples as the US. There's this show in Canada, called Workin' Moms, and the very first scene of the first episode had three mothers comparing their naked breasts, lamenting on how their breasts weren't as firm as they used to be before pregnancy. Such a show might not get approved on US network television.
It's part anthropological and part cultural. Males genetically, regardless of what's true medically, see larger breasts as a positive indicator of her mothering/raising skills and since the breasts are part of the sexual image, men hide their women's breasts from other men and it's evolved in our culture to covering all breasts. The nipple is a convenient boundary for the censors of the world to draw a line.
Because guys nips are not attached to breasts, which is the main focal point of attention.

I think it is natural for people to think of a woman's breasts and nipples to be sexy. More so than men's perhaps. I see why you would wonder.
It's mostly an cultural thing, there are places where women go topless with no problem.

Because male breasts are essentially crippled leftovers and we have sexual dimorphism. Male breasts and nipples don't serve a purpose, female ones do.
Reason is breasts are hypersexualized and also sexually repressive culture. Previous sexual hung ups are not gone yet. Breasts are sexual no doubt, but in many cultures or countries around the world breasts are not over-sexualized. You can see it on TV or magazines, like Germany or France. In Finland for example whole family is nude in saunas.
Nudity and sex are natural, hence I agree women's nipples should not be over-sexualized. Primary purpose of breasts after all is to breastfeed.
But it goes the other way to, as in currently you see feminists trying to ban mens magazines or calling it offensive or degrading for women to be in any sexual way. Be it nude magazines, dancer, porn etc. You can't put restrictions on nudity and sexuality on one hand and then expect society not to oversexualize breasts.
Apparently porn or dancing is form of violence against women (nope its true that's what they are saying). They're just doing what religions had done for centuries and why breasts are seen as obscene and over-sexualized.
Coz maybe women have breasts.
