Men and women both look. Do all? No, not all the time, but everyone is likely to catch a glimpse of something, because it is unavoidable in society.
If you pass this judgment on all men, and not most, as I'm holding you to your sweeping statement, then be prepared for judgment against you.
Men are not, by themselves, visual creatures. Women can, statistically, view a greater color spectrum than men, and have better vision. What you are referencing is the product of socializing. Men are not inherently looking lustfully any more than they simply enjoy what they see, which is not a crime (yet) or a sin speaking biblically.
Men are socially trained to adhere to the norms of said society. It doesn't matter what it is, or how messed up it may be, anything can be socially accepted.
The norms you want may not be part of your area or circle of experience, which twists your perception of the human race. A white supremacist may hate people of color, or how America loves to cut a baby boy's genitals, yet holds protests against practicing the female version in other countries. You view all men as beholden to their lustful eyes, blame it on Satanic temptation, while simultaneously blaming men, yet thinking they're incapable of their own thought.
People choose to follow their lusts, emotions, or take action in life. If people are indoctrinated to do so, normalizing any behavior is easily done.
Perhaps this characteristic is to better hunt and track prey. I'm referring to humanity in ancient times having to hunt for their food. So it doesn't necessarily have to be a negative thing.
Because whereas woman look to men for signs of physical strength, because biology says he'll make strong healthy babies and he'll protect the little on es, as well as herself, with mens view on women it's different.
With men being visual, like the sway of a womans hips, to her breasts a d butt, it tells men on a biological level, that she is most likley to be able to carry and deliver his offspring.

Evolutionary trait to drive procreation. Some men will think that, some won't. Doesn't mean they won't cheat. Women are not all monogamous by nature.

Both. Every guy on this forum and every psychology class I've took has all told me that men are programmed to spread there seed and that when they look upon an attractive women a dopamine chemical in there brain realeases and they, more often then not, fantasize about them (even if only for a few seconds.)

That is the illusion... You think you are making the choices but you aren't. It feels that way so we are happy, but we aren't actually making the choices. Just study your own thoughts carefully and you'll see you have no choice in what comes next. They simply arise in you.
