I can attest to that. A previous partner we never used condoms so I never really restocked. Fast forward to a date really late at night we got home so late, didn't have any condoms. We liked each other enough to likely start a relationship, so we did it anyway without.
Couple of possibilities. The first and most likely is he never expected to be getting sex (ie never need one). The second, some guys actually think/feel it's the woman's responsibility to have one, which is ridiculous, but some guys think that lol.
Or third, in reading others lol, he simply doesn't like them and doesn't use them. Some guys will risk it.

I've been single more in my lifetime than not, and almost never had them because I almost never get/have sex, so no point having them around lol. Probably the same for him. It wasn't until I had a fwbs that I actually bought some. I think women think we guys have tons of sex all the time if we're single and you have to remember how you women are lol. Most single guys rarely, if ever get sex.
Why did he think good have one?
I wish you had pulled out some sort of already-been-opened variety pack and said, "Of course I have one." 🤦
