I've never heard or seen a man stick his hands down his pants in public. A lot of times men need to adjust themselves as it can get into uncomfortable positions especially when wearing a cup like professional baseball players do.
If it's not resting right, it's extremely uncomfortable and potentially injurious!
I think it's their balls their adjusting. I had a room mate that did it so much while we were talking that I finally burst out laughing one day and asked him why. he told me he didn't know, it was just a habit. 0. O

Sometimes pubic hairs (especially on the scrotum) are pulled in ways that hurt. The 'hand down the pants' maneuver is sometimes the only way to set thing right.

Sometimes when we walk something gets caught in the pee hole and the pain is devastating. Good god the torment hurts. But yea its definitely a comfort thing and sometimes we adjust it if we get a boner in public so its not so obvious.
If you had a penis you would understand. Sometime it gets in a very painful position, particularly if you're large. It sounds like you're monitoring people's crotch areas a lot though. So why are you paying attention to people's crotches so much?
