1) Boobs are great.
2) Many women are erotically stimulated via their nipples and breasts and he is either performing foreplay or attempting to enhance sex for you by doing this.

If you are asking this question, you either don't get off via your breasts, he spends too long with breasts, or he sucks at getting you off via your breasts.
