I had sex last night and we talked beforehand and I told him he couldn’t cum inside me, which he didn’t argue about. Then when we were doing it, he kept begging me to let him cum inside. But to answer your question, it's because the guy has conflicting motivations. Obviously he's not ready for a child (and probably hasn't thought through having one with you specifically, and all that would entail), but he also knows that cumming inside feels the best, and even beyond that, it's a bit of a taboo for a young guy (taking the risk adds some additional excitement) and he may even have a fetish for it.

Actually DOING IT is incredibly stupid in that situation, of course, but in the moment, that doesn't always seem very important. And if you're a selfish person - as he certainly seems to be - he's just going to treat it as YOUR problem, and may, if he's REALLY self-centered, even tell you that it was somehow your fault.
