During the Meiji Restoration Japan sucked up all the things from the West it deemed necessary to modernise. They censored everything, from porn to speaking out against the Emperor, etc. And ever since then, no one has wanted to run on the platform of "LET'S REMOVE PORN CENSORS" and come across like a pervert, basically.
Overtime the mosaic has become finer and as minimalist as producers dare. This is more a result of technology making it easier to define and hide the required areas than an easing of standards or law.
