It's because Sex Ed is often lacking in a lot of school systems. Either because of religious pressures (just look at all the Christians on this site who think school kids shouldn't know about sex - in elementary you'll have girls and boys reaching puberty, including sexual hormones starting up, and they need to learn about it), political pressures, or just parents who weren't taught it.
Sex Ed is often shunted or denied, or worse, parents are allowed to pull their kids out of it.
