
Why do partners say, they can't remember what they were doing while drunk?

Alcohol is insidious. The longer you abuse alcohol the more you drink- both volume consumed and year of your life spent heavy drinking, the more odd , usually embarrassing, idiosyncrasies appear. It's the most lethal of any psychoactive drug that is bought on the street or gotten by Rx.
It causes more stress on your endocrine, GI, CNS systems that can cause physical problems do to abuse along with the emotional, self-image and other systems your body/brain uses. The social damage is also the worst but I don't know if that answers your question.
Re-reading it, it sounds like one of the many physical reaction a of a body that is accustomed to being intoxicated, which also really harms your sleep/wake routine.
Some are lying.
but some aren't. Being blackout drunk is not directly obvious from how drunk someone appears - you do not need to be passed out, and people who drink often can sometimes only appear tipsy (if that) while in a blackout phase.
It actually is possible to tell if someone's in a blackout phase while it's happening, but that test has risks and advantages in making widely known.
Anyway, it's a real phenomenon that some people are likely also using as an excuse.

Because sometimes, they legit can’t remember. I don’t often drink more than a couple glasses, and my memory can still be fuzzy.

Its a way of absolving themselves of responsibility for whatever they've done while drinking.
I have been blackout drunk once. According to my roommate outside of slurring my words I was fully ambulatory.
Tbh I've gotten drunk but never to the point of forgetting what I did the night before. Sometimes, though, when I woke up ashamed of what I did, I pretended that I don't remember doing it.
I think a lot of people use being drunk as an excuse and lie by pretending not to remember what they did or said.
I think that's an excuse I use to drink and I remember everything

Alcohol does impair judgement and can impede your ability to remember certain events and times. Especially right after being blackout drunk
Duh! To quote John Mulaney "l quit drinking and let me tell you, that is a get out of jail card that you don't even know you had till it's not there anymore. When you drink you can say or do whatever you want and blame it on the alcohol. Like you can say "I'm sorry about last night i was just so drunk". But what are you supposed to say when you don't drink anymore? I'm sorry about last night but i'm just mean and loud, it probably will happen again".
