Because they're constantly told that men are mindless sex machines, and that sex is simply available on tap, whenever she wants it. And the behavior of a lot of men they encounter reinforces this; most of what they see is guys trying to pursue them (or other women). As a result, it's understandable why so many would come to think that declining sex is a deeply personal rejection and a massive insult. I'd imagine this lets up as a woman gets older, though, and gets to know more men more deeply.
It's also that many women think they understand men much better than they actually do.

@loves2learn Sorry, I suppose I should've clarified that I'm speaking in broad strokes there; obviously some women are more resistant to that kind of oversimplification. And some have the maturity to understand that "not now" doesn't mean "I hate you; go die in a fire". The "I want sex, so you and I are going to have it- WHAT DO YOU MEAN, NO?" behavior fundamentally stems from a failure to understand male psychology (or being a narcissistic sociopath, but I'm pretty sure that's less common); women with brothers and/or strong friendships with men would probably do better.
